Jeffrey Craven

Jeffrey Craven is a Partner at Patton Boggs LLP, a leading law and government relations firm in Washington, DC. Mr. Craven is a member of the firm's business practice group, focusing on mergers and acquisitions involving technology and telecommunications companies. He regularly provides advice and counseling on the formation and financing of joint-ventures and strategic alliances and advises private companies as well as underwriters in regulatory and business due diligence investigations. Mr. Craven's clients have included Fortune 500 companies, NASDAQ-listed wireless carriers, competitive local exchange carriers and a foreign government-owned telecom company.

Over the past several years, Mr. Craven has formulated and executed a regulatory strategy that resulted in the first-ever FCC decision interpreting Section 310(b)(4) of the Telecommunications Act as allowing a foreign government-owned telecommunications company to hold a "controlling interest" in a U.S. PCS carrier; developed and implemented the foreign government-owned telecommunication company's $1.7B investment in U.S. GSM carriers, resulting in a $4.3B buy-out within 3 years; led a coalition of FCC licensees in a rulemaking that resulted in the wholesale re-writing of rules that govern the 218-219 MHz industry; and served as an expert witness in U.S. Bankruptcy Court for FCC regulatory and transactional matters as well as the financing of wireless telecom networks.

Mr. Craven is founder and Managing Member of Strategic Network 1, LLC, a personnel consultancy retained by several major US defense companies and Fortune 500 firms. He also serves on the George F. Baker Board of Trustees at Georgetown University and the U.S.-India Institute as well as numerous business and non-profit boards. He is admitted to practice before the U.S. Supreme Court and the U.S. Court of Appeals for the District of Columbia Circuit and is a member of the District of Columbia Bar Association as well as the Federal Communications Bar Association. Mr. Craven holds a J.D. from Georgetown University Law Center and a B.A. from Georgetown University.
